    Our Vision

Race Track Chaplaincy of Texas has the vision for a rehabilitation farm in this state, as outlined below. Once land is acquired, our plan is to start small, probably with rehab facilities for 12 to 15 people, and a horse operation to handle lay-ups, and retired horses.

Mission Statement

    To establish a state-of-the-art race horse training, and breeding farm in Texas for the purpose of rehabilitating people in the horse racing industry. People who suffer from addictions (drugs, alcohol, gambling, etc.) and low self esteem; to set up a Christian, Bible-based counseling / teaching program to establish these people in the New Covenant, so they might come to know the unconditional love of God; to provide a training center for new race track chaplains, and a retreat facility for veteran chaplains.

      III  General

      At race tracks, and throughout the racing industry, the major emphasis is always on the horse. At New Covenant Farm, the emphasis will be on God first, man second, and the horse will be third in the order of priorities.

      A rehabilitation farm for the horse racing industry has been the vision of many people in this industry for several years. H.W. “Salty” Roberts, founder of the race track chaplaincy ministry in the late sixties, has long seen the need for this operation. Les Riggs, chaplain for the major tracks in Louisiana, has had the God-given vision for the farm for some 10 years. Former chaplain and founder of Race Track Chaplaincy of Texas in 1988, Pastor Russ Weaver has had the same desire for a rehab farm for several years. In the fall of 1999, God began to deal with Chaplain Sam Ed Spence about establishing four rehab farms across the United States, with the pilot farm to be located in Texas.

      New Covenant Farm is to be operated as a charitable, non-profit entity. It will begin its operation under the flag of Race Track Chaplaincy of Texas, a 501© (3) organization incorporated in Texas in 1994. Eventually, New Covenant Farms will probably be applying for its own 501 © (3) status with the IRS.

      The farm is to be built on a cash basis; no borrowing. Most of the funds for building the farm will come from grants and donations from within the racing industry. Race Track Chaplaincy of Texas has an excellent reputation in the horse racing industry and has the backing of the Texas Horsemen's Partnership, Texas Racing Commission, Texas Thoroughbred Assn., Texas Quarter Horse Assn., American Quarter Horse Assn., and all the major race tracks in the state. The chaplaincy program also has the support of many major racing owners and breeders in the southwest.

      An approximate cost of building the facility, once the land for the farm is acquired, will be from $4 to $4.5 million. Once the farm is in full operation it will become a self-sustaining farm, generating from $2,500 to $4,000 per day in training, fitting, lay-ups, and breeding fees. The farm also has the potential of being a “retirement” farm for race horses.
